Abstract
This capstone project shows the need for a herculean effort to attract young people, educated and ethically minded for a career in public service. Findings from this report show that public administration should reform the recruitment procedures for a Civil Service that should be accountable and transparent to face the challenges of the Kosova state. The report's main findings indicate that the areas needing attention include: 1) level of education, 2) inadequate recruitment procedures, 3) politicization, 4) numerous movements after each election cycle and 5) lack of promotion.
