Abstract

Higher education is changing fast with new technology, shifting job market needs, and the growing popularity of alternative learning options like executive education, microcredentials, and short-term programs. Traditional degrees still matter, but flexible, industry-focused credentials are often seen by employers as more in tune with what the workforce needs. This study examines how universities in the United Arab Emirates (UAE) can integrate microcredentials into their institutional frameworks to stay competitive by 2035. It addresses a gap in UAE-centered research by combining stakeholder data with a structured foresight analysis. The research reviews national policy documents, including the UAE National Strategy for Higher Education 2030 and the Credit Bearing Micro Credential policy. Additionally, it gathers primary data via a survey of 48 stakeholders, comprising alumni, employers, faculty, and industry professionals. Chi-square analysis reveals trends in awareness, perceived value, willingness to pay, and program preferences among different stakeholder groups. Horizon scanning, employing the STEEPV framework, and scenario planning through the 2x2 matrix examine potential futures. The findings reveal that regulatory foundations are in place and institutional adoption has started. However, stakeholder familiarity and perceived value remain unclear. Demand is focused on technology-driven and hybrid programs, while cost and recognition pose significant barriers. The study identifies institutional adoption and employer recognition as the two critical uncertainties shaping the future of universities in the UAE and offers a strategic foresight framework to aid long-term institutional planning toward 2035.
