Abstract

Command and Control Centers (CCCs) are an essential building block in the structure of smart cities. Typically, in most developed cities, CCCs are built to serve a certain function or application as a dedicated and standalone center that belongs to a certain entity or city department, such as transportation, police and security, utilities, or municipal operations departments, etc. The integrated command and control center (ICCC) has a central platform that integrates some of the city systems. The ICCC output is a sophisticated dashboard that acts as an interface to display and analyze collected data with the objective to help operators manage a specific situation as it occurs. Some limited use cases are specific to certain applications such as mobility management, city infrastructure management, crisis management etc. Therefore, the purpose of the ICCC, is to monitor and control the connected systems, depending on the scale of each system. The success of a smart city strategy relies on the integration among all city systems. The latter shall be connected at a high-level and in a way that leverage the value of the collected data from each city system, regardless of its architecture or used platform technology. More importantly, the integration should be aligned with the smart city objectives for a sustainable environment, sustainable economy, and sustainable society. Such integration shall result in a Smart City Operating System which is scalable to integrate future systems. The high-level systems integration with city-level use cases shall return more value to all stakeholders, thereafter, enhancing the city performance and progress. This project is intended to define the structure of a “Smart City OS” and explain how to corelate data among different city systems. The project concludes a use case scenario framework design to help operate smart cities in line with UN’s sustainable development objectives.
